You can vote for yourself (I believe that the game automatically sets your vote for you in case you win the war).None of those times was I the person in control of either league, so what it turned into was me dominating all of Europe, kicking everyone's ass, carrying the League War with 60+% contribution, simultaneously 100% WS'ing multiple war participants while liberating the small allies, and the whole time wondering when the AI was going to peace out ...
